I think it is shredded kelp. I ate "tukudani" or bread which the shredded kelp entered. In addition, it have been put into the "okonomiyaki" of making at my home. Toyama has been said that the consumption of kelp is the largest in Japan. I also like kelp very much.

Do you do your question what a thing covered in shredded kelp is? Although you say "maybe you can never imagine what's inside", I guess probably it is "natto". But, I have never eaten it.
When checked variously on the net, I was finally found answer. The things of covered with shredded kelp is "rice cake", isn't it? It has been sold in the "Ishitani mochi shop" in Toyama. Is this answer correct?
