An odd photo

I happened to see a strange thing in my neighbor when I walked my dog.
I closely watched it and found it out what it was.

    I guess that it's a TV thrown away into a pond by a person who don't want to pay the duty for recycling. Isn't it a Illegal dumping!?

    I found it at the edge of the fall in the river .
