I think there is a nest of crow on top of the utility pole maybe. In these days, it is the season for birds to build the nest, so I occasionally see scene that birds build the nest on top of the utility pole or the trees. In the park that I am walking always, many crows has building nest in trees，and notice of "Be careful!" is displayed there because crows sometimes intimidate people who are walking at there to pass.

Exactly....they are examining and observing the nest of crows coz there is a nest on the top of the pole.
