It depends on housing style whether or big house, big family or small apartment house, small family. I wonder "Kotatsu" would be one of the Japanese style "cool head warm feet". But I've not set it for a long while because I couldn't get out of it and laying there for a long time being lazy.

My house heating is almost an oil stove.
Because our house is living only two people, one small oil stove is enough.
I put a kettles or pan on the stove and boiled the hot water, and at the same time I'm warming the three rooms by it.
Today turned to be winter! So I wear a lot and warm myself when I go out. It's good therapy to take a hot bath in such a cold day.

I work only air condition so too dry as you said. I set candle aromatherapy using eucalyptus oil to prevent catching cold.
